Further to the August 20, 2024 announcement, this email provides information regarding the temporary refusal to process Labour Market Impact Assessment (LMIA) applications for the Temporary Foreign Worker Program (TFW Program) low-wage positions in the Montréal economic region.
For a period of six months, some LMIA applications received on or after September 3, 2024, will not be processed.
During this period, this refusal to process requests for LMIAs will apply to:
- Positions located in the Montréal economic region, which includes the municipalities of Baie‑d’Urfé, Beaconsfield, Côte‑Saint‑Luc, Dollard‑des‑Ormeaux, Dorval, Hampstead, Kirkland, L’Île‑Dorval, Montréal, Montréal East, Montréal West, Mount Royal, Pointe‑Claire, Sainte‑Anne‑de‑Bellevue, Senneville, Westmount; and
- Positions that offer a wage below the current Quebec median hourly wage of $27.47/hour.
LMIA applications submitted by employers that meet these criteria, including those under the facilitated processing, will not be processed and fees linked to these applications will not be charged (if applicable).
Certain industry groups are exempted, including positions in the industries of agriculture, construction, food processing, education, and health and social services. Exemptions will also apply to some caregiver positions. Additional details on these exemptions are available on the TFW Program website.

As a reminder, LMIA applications must be submitted simultaneously to both Service Canada, and to the Ministère de l’Immigration, la Francisation et de l’Intégration (MIFI).
